Division of Tasks 

(1) Overall Coordination (Carthage Village Board) 

(2) Jefferson County Industrial Development (JCIDA) - $400,000.00 relaxed funds.   

(3) Small Business Assistance (Small Business Development Center)               

(4) Debris Removal (Business Owners and Village Board)    

(5) Near Term Financial Assistance (Agency Response Team) 

(6) Community Economic Development Strategic Action Plan  

         (Agency/Community Response Team)  

Primary Tasks / Contacts 

(1) All public assistance will be coordinated by the Village Board-

     Immediate Response: Serve as communication/ coordination   

(2) All immediate business planning assistance and analysis will be coordinated by the Small Business Development Center.

     Initial Response: Provide immediate assistance to affected local businesses in analyzing and documenting plans for reconstruction.   

     Serve as member of Near Term Financial Assistance Team

(3) All available debris removal public assistance will be coordinated by the village board.

     Initial Response: Identify financial needs necessary for debris removal following report on private insurance settlements on the same.

(4) All agencies with funds immediately available for small business finance will form a response team and  coordinate  local clearing house function.

 Initial Response: Convene team meeting to identify and package locally available funds and subsequently arrange meetings with all affected businesses. Work in close cooperation with the Small Business Development Center.

(5) In order to continue to develop a near term to long-term action plan for overall economic recovery in the Village of Carthage a team of   agency staff, local officials, and community representatives will convene on a regular basis to solicit community input, and coordinate contact with state and federal assistance providers.     

    Initial Response: Establish contact with New York State Small Cities Program in order to engage the same in restructuring of the local small cities award so as to be responsive to the changing conditions in the Village of Carthage/West Carthage. In addition agency staff will generally prospect for all available public funds which could be made available to assist  in satisfying possible  deficits associated with debris removal.
